The calculation most expats make is simple: if I get stopped, I pay a fine. The exchange can wait.

That's the wrong risk.

The moment your six-month exchange window closes from the date of your TIEresidency card — your motor insurance policy becomes void for driving. Not void if stopped. Void for every drive.

Spanish motor insurance policies require a valid driving licence. An unexchanged foreign licence, past the six-month deadline, is not a valid licence in Spain. Your insurer can refuse all claims, exit right-of-recovery proceedings, and leave you personally exposed to every cost in any accident you are involved in.

So for a minor collision, you cover all repair costs yourself, with no insurer to call. An accident with injuries, you personally pay every medical bill and civil liability claim against you. A fatal accident: you face criminal prosecution, and driving without a valid licence is an aggravating factor in sentencing.

The DGT is not bluffing

21,606 fines were issued last year to drivers using licences invalid in Spain. 16,026 of those were specifically for failure to exchange after acquiring residency. The Dirección General de TráficoSpain's traffic authority — now runs digital cross-checks against DGT records at every traffic stop. Officers can see your residency registration date. They can see whether your exchange window has closed.

The fine is €200 to €500, depending on your situation. Pay within 20 days for a 50% reduction. Vehicle immobilisation on the spot is a documented enforcement action at the Jefatura Provincial de Tráfico de Málaga (Avenida de la Aurora) and across the province.

Cross-border fine enforcement between Spain and the UK was reinstated in 2025. Spanish fines are now legally enforceable against UK-held assets and bank accounts.

Three nationalities. Three completely different situations.

UK licence holders: You have an exchange route. The canjedirect exchange, no exam — requires a psicotécnicoa medical and psychological fitness assessment — at any DGT-authorised centre (€35- € 50, valid for 90 days), plus a DGT application fee (Tasa 2.1) of €28.30. You also need a DVLA check code generated at gov.uk/view-driving-licence, valid for 21 days. Your original UK licence is surrendered to the DVLA by the DGT, and your Spanish licence arrives by post within 4-6 weeks.

The issue is the cita previaappointment booking — at the Jefatura de Tráfico de Málaga. Current wait times are 8-10 weeks. If you need to move faster, an accredited gestoradministrative agent — with direct DGT access can often bypass the public queue entirely for €80-150 above the standard fees. US, Canadian, and Australian licence holders: There is no easy exchange route. Spain has no bilateral agreement with the US, Canada, or Australia. No US state and no Canadian province has an individual arrangement. Full Spanish theory and practical exam from scratch, regardless of how long you have been driving.

The DGT theory test has a national pass rate of 50.31%. It covers 30 questions with a maximum of 3 errors permitted. The English-language version is available, but is widely described as poorly translated. One American with multiple academic degrees needed 130 practice tests before sitting the exam and passed with exactly 3 errors. The practical exam is conducted in an autoescuela — driving school — using a dual-control vehicle.

Total realistic cost: €500- € 2,500, depending on the number of lessons required and the number of attempts. Timeline: 3-9 months. Possible hack: There are a few countries, such as Georgia, that have relatively easy terms where you can exchange your American, Canadian, or Australian licence for their licence, and then, when in Spain, you can directly exchange that country’s licence for a Spanish one.

EU and Irish licence holders: Your EU licence is valid in Spain without exchange, provided it has not expired. Exchange only becomes mandatory when the licence expires while you are resident, at which point renewal is through the Spanish DGT with a psicotécnicomedical and psychological fitness assessment — only. Note: Northern Ireland licences are UK licences. They fall under the UK bilateral agreement, not EU rules.

The bottom line

If you hold a UK licence and have been resident for more than six months, your motor insurance is void today. The canje costs €65-230 and takes 6-12 weeks from booking. If you hold a US or Canadian licence, there is no exchange route, and the full exam process takes 3-9 months. Every month you delay is another month driving uninsured. Book the psicotécnico this week and start practice tests immediately.
